Due to rise of criminality and terrorism in Japan, the National Police Agency had grudgingly authorized the creation of special counter-terrorist motorbike task force consisting of reformed prisoners--from thugs, individuals jailed for simple offenses, yakuza henchmen/leaders and pro-Communist militants--to take on armed criminals and terrorists.
